Observation

The allegation that an infants diaper was not changed for more than 4 hours and that the diaper changing policies were not followed is more likely than not, valid because during the onsite interviews with teachers, the teacher said when the infant woke up hungry from a longer than usual nap and the teacher first fed the child and during the feeding, the parent picked up the child and left before the infants diaper was changed, which was more than the 2 hour diaper change policy stated in their health policies.
